Fixes agent-vault #445. govulncheck on main reports 8 reachable vulnerabilities in grpc, otel and x/net. This bumps them to fixed versions (all 0 reachable now) and adds a govulncheck job to CI so new ones get caught. Race tests pass on Linux.

Fixes kubernetes-operator #121. A template that references a secret missing in Infisical was rendered as the literal text no value, with the reconcile still reporting success. Templates now fail with a clear error instead.
